Is a dirty child neglect?

A dirty child is not neglect as long as they are showering or bathing daily to get clean after becoming dirty and as long as the child is changing clothes.

Kids get dirty and being dirty itself is not neglect of a child.

However leaving the child dirty and not changing their clothes or showering them or bathing them or allowing them to shower or bathe or not allowing them to change into clean clothes daily is child neglect.

When I was a kid people would report my parents to CPS due to me and my brothers being dirty and wearing dirty clothes.

However we were just getting dirty as we played in the dirt and mud and would get dirty as kids should and do.

We always would change clothes at the end of the day or sometimes sooner if we were really muddy and would shower or bathe.

My parents always kept us clean after getting dirty and would always provide us with clean clothes.

The CPS never found any neglect but it was awful having them show up at our house and us having to talk to them.

Just make sure your child is clean at the end of the day and not allow them to stay in the same dirty clothes for longer than the day and wash their clothes and shower or bathe them daily or allow them to shower and bathe daily.

Keep the child or children fed and healthy and keep a decently clean and tidy house and you will do fine.
