When it rains normally the temperature below the bottom of the cloud is above freezing as well as the temperature of the ground then the droplets stay in liquid form so theirs no ice.
But when the temperature is freezing or below freezing then Ice storms or freezing rain occur when precipitation particles melt and then fall through a layer of subfreezing air near the ground.
