A baby or toddler cannot wear regular disposable diapers in a public swimming pool since the diapers will swell up since it will absorb the water from the pool and the diaper will likely fall apart and get gel in the water and damage the filters and pump system.
When in a public swimming pool a baby or toddler who's not potty trained must wear swim diapers because they don't absorb water.
A baby or toddler could wear cloth diapers while swimming though.
Now if the baby or toddler is in a private swimming pool at home then yes you could let your baby in the swimming pool in just a regular disposable diaper although it will eventually make a mess with the gel when it comes out of the diaper.
