Although cutting your hair appears to change the texture of your hair it doesn't really change the texture of your hair at all.
What cutting your hair does is changes the bulk, size and shape of your hair which is just a temporary change that will return to normal once the hair grows back.
I've cut my hair before and it appeared to change the texture of it but in reality it didn't change anything about the texture of my hair at all.
