Toilet paper should be thrown in the toilet after use and flushed down the toilet and into the sewer system or septic tank depending on what you have.
However if you have bad plumbing then you may want to throw the toilet paper in the trash but if your plumbing is good you should throw the toilet paper into the toilet to get rid of it.
It's more sanitary to throw used toilet paper in the toilet than in the trash as the poop that is on used toilet paper contains bacteria that can make others sick and the used toilet paper can smell up your bathroom.
Some countries have poor plumbing and want you to throw the toilet paper in the trash instead of in the toilet and in those cases you should throw the toilet paper in the trash and not the toilet.
But in countries like the USA where we have very good plumbing and sewer systems in most places the toilet paper is best thrown in the toilet which will then be processed by the sewer treatment plant or break down in your septic tank.
As long as you're not flushing gobs and gobs of toilet paper down the toilet at once it should not clog your toilet or sewer system if you have good plumbing.
Toilet paper is meant to break down in the toilet and sewer system and septic systems so as not to cause problems.
But paper towels and baby wipes and even flushable wipes are not meant for being flushed even though the flushable wipes can be flushed according to the manufacturer.
It's still best to throw flushable wipes in the trash instead of the toilet.
