Most large planes can take off just fine during 30 MPH wind however they might have some trouble landing if the wind gusts to 30 MPH or more.
Usually though 30 MPH is okay and safe for a plane to fly in but smaller planes may have trouble taking off or flying in the 30 MPH wind gusts.
