Do water pipes always burst when they freeze?

Water pipes such as PVC, Copper etc are prone to bursting when frozen for long enough time.

Usually if you can get the frozen water pipe thawed out while having the faucet on then the pipe usually won't burst.

One pipe material that is used a lot today that claims it won't burst if frozen is PEX.

PEX when frozen with water is supposed to expand and contract and not burst if frozen.
