What is the difference between being smart and over smart?

I've been listening to people calling scammers on youtube and I hear a scammer call someone Over Smart.

What does it mean to be Over Smart?

Being smart is just having knowledge in a lot of things but you don't go around boasting about being smart.

When you're considered over smart it means that you boast about being smart to people and that's why they could call you over smart.
