Yes a State Tax ID number is basically the same thing as a Federal Tax ID number.
The only real difference between a State Tax ID number and a Federal Tax ID number is that the State Tax ID number is only used for Tax Reporting while a Federal Tax ID number is used for tax related things such as opening a business bank account or filing your business taxes.
