Yes you can purchase a car without getting it registered right away and you can also sell a car without the person needing to register it right away either.
But it's a good idea to get the title for the car transferred into your name as soon as possible when you do buy a vehicle.
But as long as you've received the title from the owner of the car and they've signed the title you can still get the title transferred into your name later on.
