There's really no requirement as to who pays for the survey of a property when buying a home or other property.
Most times though the buyer will pay to have the survey done on the property if they want the property surveyed unless they have negotiated with and agreed with the seller that the seller will pay for the survey.
Most people don't have a survey done on a property unless there's several acres involved so it's usually up to the buyer to pay to have the survey done on the property.
