Are landlords required to paint between tenants?

I've heard that in a few states and places that the landlord is required to apply new paint on interior walls before letting the new tenant move in.

But most other states and places have no laws that state that a landlord must repaint the interior between tenants.

As long as the paint is not peeling,chipping or lead based then the tenant is not required to repaint the interior between tenants.

The interior paint just has to meet the conditions to be habitable and it doesn't have to be freshly painted to be habitable.
