Most times when your car makes a whining noise when the steering wheel is turned it's an indication of low power steering fluid so be sure to check the power steering fluid level.

Usually just adding some power steering fluid to the power steering pump reservoir will stop the whining noise.

If your power steering pump continues to get low on fluid then you have a leak somewhere either in the power steering hoses, the pump or the gear box.
