A portable air conditioner does require venting out a window or other opening.
If you don't vent the portable air conditioner all you'll be doing is returning the hot air back into the room and the room will never get cool.
Air conditioners work by pushing the hot air outside and cooling the air that is coming into your home.
The hot air is exhausted out the vent hose through the window.
