To set your phone to avoid Tolls.
Open Google Maps > tap on your Account icon and select Settings in the drop-down menu.

Why does Maps keep avoiding highways?
If the “Highways” switch is enabled then Maps will avoid highways whenever possible.
If the “Highways” switch is disabled (default) then Maps will use highways as normal.

Tolls are like a tax that applies only to the users of the toll road.
Toll roads allow new roads to be built and maintained without raising taxes on the general public.
