Someone can unlock your stolen iPhone if they do a factory reset which will wipe your data.

Other than that if they don't have the pass code then they won't be able to unlock your stolen iPhone.

An iPhone can be tracked while it's off with the find my network in IOS.

You can find your iPhone even if its battery is dead or if it is not connected to the Internet.

The 'Bluetooth location' feature by Apple enables you to locate an offline iPhone, as long as it is switched on.

Apple cannot track your stolen iPhone but if you have a tracking app installed on your iPhone then you can track the iPhone if it's turned on or by using the Find my network in IOS.

When thieves steal iPhones they will typically open up or break the phone and sell the parts from the phone.

Or if the thieves can make the iPhone operable and wipe your data then they may sell the stolen iPhone on places such as eBay or other places.

The police will make a police report on your stolen iPhone however usually nothing can be done unless your iPhone shows up somewhere and the police find out about it.

To be able to track an iPhone the iPhone tracking feature has to be set up so if your iPhone is unopened then it won't be able to be tracked.

An iPhone can be tracked whether it has a data connection or no data connection.

An iPhone can be tracked easily through various mapping apps that have the ability to track the location of your iPhone even without the Internet connection.
