Yes a credit card company can block transactions and prevent the transaction from going through if they think that the transaction is gonna be fraudulent.
If your transaction isn't going through but you know the company is legit then you should contact your credit card company to get the transaction unblocked.
But only do so if you know for sure the company that you're making the transaction with is a legit company and not a scammer or fraud company.
