Can a landlord refuse a tenant to have a service dog?

Does a landlord have the right to refuse a tenant the right to have a service dog?

A landlord cannot discriminate against someone with a disability and if the tenant clearly has a need and proof that the service dog is needed then the landlord must allow the service dog.

But the tenant is still responsible should the service dog cause any damages to the home or apartment.
