How cold of a temperature in winter can you tolerate?

How cold of a temp can you stand to be outside in?

I can stand to be outside in 20 F weather but if the wind starts blowing than I can only tolerate the temperature for around 20 minutes before I'm ready to head back inside a heated building.

I can take 10 F as long as t wind isn't blowing.

When the wind starts blowing even at 30 F then I can't stand to be outside in it for too long.
