Using Same Name and address for new adsense account after being banned?

Okay. First off I haven't been banned from adsense. In fact I'm just now trying to get approval for adsense. 

Anyone I saw on here someone stating they wanted to get a new adsesne account and someone said it wasn't possible. 

I've been wondering why it's not okay for someone to register an adsense account using the same Address?

People can an do move to different addresses and the previously banned adsense user could've moved to a new address and someone else could move into that house at the address the user was banned?

So I'm guessing that someone unknowingly moved into the house and then signs up for an adsense account and then adsense detects that someone with this different name has signed up and adsense account but has inputted the same address and then google adsense bots or employees ban this new users account thinking that it might be the same person that was banned signing up for a new account with a different name. 

Adsense really needs to fix there system. 

There are many people with the same First and last name.

People do change and move addresses.

And adsense needs to give the account holder time to fix the problem. And not ban them just because of invalid clicks especially for there first offence.

I read about the same thing on other websites. If you input the same name and address into a google adsense application they will ban your account before even trying to get you approved.

And if you do somehow get pas that you'll get banned when payout comes.

I can see it happening if you were to get banned and then a month or 2 later sign up again using the same address and name.

Most people don't move that quickly and are likely to still be the same person living at the same address.

That's why it's best to wait at least a year or 2 after being banned before signing up again.

I'm sure google eventually deletes your old banned adsense account even if it takes 5 or 10 years.

And I'm sure with the many applications they get your new adsense account won't be detected as being the old user as long as you use a new website domain.

You might eventually be found out but I'm sure it'd take years to be found out before getting banned.

A bot does the first check and then the second review is supposed to be done by humans.

And one last thing.

When they say they return money to advertisers they are lying.

I advertised with them and I was advertising on sites with adsense that got banned and they never refunded me.

So that part is BS. Google keeps the advertisers money.
