If the juvenile murdered someone in cold blood then YES the juvenile should spend the rest of their lives in prison and should NEVER be released back into society.
Juveniles do know what they're are doing and should know that if you murder someone intentionally that you're likely to go to prison for life or get the death penalty imposed on you.
