White watermelon seeds are just watermelon seeds that haven't matured and they're not fertile.

The watermelon seeds become fertile when they've turned black which also means they've matured.

About 5% of seeds in watermelons are white non fertile seeds that haven't developed and only the black seeds will grow new watermelons since the white ones are not fertile but the black watermelon seeds are.
