Lights flicker during thunderstorms when lightning strikes high voltage lines.
High winds can also cause lines to gallop and cause breakers to open intermittently to stop the short in the lines.
These electrical breakers open and close by their self but if the line shorts too long then the breakers will completely shut off causing a power outage and that's when the lineman have to go out and fix it.
