Buying expired and deleted domain names to use for a website is okay as long as the domain hasn't been penalized or banned by google.
Always check those things. Make sure it hasn't been penalized or banned by googles many updates such as penguin.
If your domain has been penalized or banned it will be really hard to get the domain to rank and get traffic from google.
