A bank can refuse to let you withdraw money and the reasons can vary.

A bank can require you to have ID or they may limit the amount you can withdraw in a day.

Most people withdraw money without any issues as long as they are listed on the account and don't try to withdraw too much cash at one time.

If the bank refuses to let you withdraw cash then you can use your ATM card or debit card to withdraw cash at an ATM machine.
