Carrots do contain a type of starch but it's not digested and is a resistant starch so carrots are considered to be non starchy vegetables.

Other non starchy Vegetables include, turnip greens, mustard greens, Spinach, Collard Greens and other leafy greens.

Onions, beans, asparagus, green beans, cabbage, celery, eggplant, silverbeet, broccoli, cucumber, salad greens and even Tomatoes are all non starchy foods that you can eat when your diet calls for non starchy foods.
