For a person who is around 100 lbs it takes around 40 to 45 MPH wind gusts to knock me off my feet and move me if I don't hang onto something while standing still.
For a larger person of 150 lbs or more the wind would have to be 55 to 65 MPH before it knocked them off their feet and moved them.
