You can check your transmission fluid level cold and it should be in the cold mark and if it's lower than that mark then you need transmission fluid.
However you get a more accurate reading with the engine and transmission warmed up and the transmission in either park or neutral depending on the vehicle manufactures recommendations.
Avoid overfilling your transmission though as it can damage your transmission so just add a little at a time until the level of transmission fluid is correct.
