If you earn $10,400.00 or more in a year then you need to file a tax return and pay taxes owed on the earnings.
If you earn less than $10,400.00 per year then you don't need to file or pay taxes although you can file taxes and report the income to the IRS if you want to but it's not a requirement as long as you earn under $10,400.00 per year.
