Quite the opposite.

When water is frozen it becomes dense and since the water is dense in a frozen state the water will actually weigh a bit less.

A gallon of water weighs in around 8.39 lbs while a gallon of frozen water weighs in around 7.99 lbs so although not much less the water still weighs less when frozen.
