From my understanding there's not much difference between an inmate and a prisoner except in the case of a inmate being in a county jail vs a prisoner being held in a prison.
But prisoners are also referred to as inmates so a prisoner and inmate can mean the same thing except for where the inmate/prisoner is being held.
