The difference between the long spring and the short spring is in the length of the spring.

A long spring will be longer in length than the short spring.

Sometimes you need a long spring to fit something and other times you need a short spring to fit.

In everyday use, the term often refers to coil springs.

When a conventional spring, without stiffness variability features, is compressed or stretched from its resting position, it exerts an opposing force approximately proportional to its change in length (this approximation breaks down for larger deflections).

The rate or spring constant of a spring is the change in the force it exerts, divided by the change in deflection of the spring.

The measure of telling the spring short or long lies in the strength of it. The spring strength decides the speed of tattoo machines, strong strength generating a high speed while weak strength with a low speed. In the building process, it's very likely to get high-speed ones, because low-speed ones would make needle penetrating unevenly.
