It would be up to the seller on whether they would negotiate on price.
Most sellers would likely be willing to go lower on price if you can get the cash money to them to buy the house.
Some sellers would be motivated to sell and would likely take a lower price than the asking price while others won't budge on the price.
You'd just have to try and negotiate with the seller.
