If you do not have the physical debit card with you then you can make purchases online with the card number and the CVV number on the debit card.
However you won't be able to deduct money or cash from an ATM machine with just the card number and CVV number.
You would have to swipe the card or put the debit card into the ATM machine to deduct the money from the card.
If you don't have your debit card and need cash you can go to your bank and ask to withdraw money from your bank account and have the debit card replaced with a new one.
But you cannot deduct money or get cash from your debit card without the physical card other than at the bank who has your checking account.
But money can be deducted from your debit card if you purchase something online using only the card number and CVV number.
