Sunburn happens from exposure to Ultraviolet rays from the sun. Where'as windburn happens when you're exposed to chilly cold wind.

Sunburns happen in both warm and cold climates where'as you'll only get windburn in colder climates from having your skin exposed to cold chilly wind.
