Check with your local laws but yes I would say that a landlord should be required to provide you with an easily accessible fire extinguisher and smoke detectors.
You should contact your landlord asap and get them to provide you with a fire extinguisher as all apartments and even homes should be equipped with fire extinguishers.
If your landlord won't provide a fire extinguisher then I would purchase one yourself and keep it handy.
