There's no traffic requirement but without much website traffic you won't earn much money with Adsense anyway.
I would recommend working on building up your content for at least a year and have 700 or more daily visitors before applying for Adsense.
If your website is a year old or more and you have a lot of great content then it will be easier to get approved for an Adsense account.
