Although you could go with more I would run no more than 5 lights by rooms with lights on on circuit because if you have to shut that breaker off to fix the light then most of those other lights would be without power and you'd be in the dark.
I would also only run 2 outlets per circuit per room on one 20 AMP breaker. It's not recommended to run no more than 2 outlets on one 20 AMP circuit.
And things like a microwave and refrigerator should be on their own circuits as well as a window air conditioner should have it's own dedicated circuit.
