To clean sediment out of your water heater you should turn your hot water side valve off that goes out of the water heater and then leave the cold incoming water valve on and then open up the drain valve and put a hose on it that leads to outside.

First drain the water heater down with the water that is currently in it by shutting off the cold water valve and then once all the water is out of the water heater after draining through the drain valve then turn the cold water back on and the water pressure should force most of the sediment out of the water heater.

You may not be able to get all the sediment out but leave the water running through the water heater until you see no sediment coming out of the hose.

You should open the pressure relief valve as well to remove any trapped air.
