Never heard of asbestos wiring. Unless you mean the cloth covered knob and tube electrical wiring?
If it's the knob and tube wiring that has the cloth cover to it then there's no asbestos in the covering of the knob and tube wiring and you'd be okay to clean it for scrap or sell as is.
But if you really have some asbestos wiring to scrap then I'd sell as is and not disturb the insulation since asbestos can lead to a serious lung condition that can be deadly.
