If you're talking about vinyl flooring then yes you could technically put the new vinyl flooring over the old flooring but you might have some trouble with the new floor.
If it were me I would just rip up the old vinyl flooring and then put the new vinyl flooring down on clean wood.
You'll get a better look and much better install doing so.
