When oil prices rise do scrap metal prices rise along with the rising oil prices?

Normally the scrap metal prices do fall when oil prices go down. And then when oil prices go up the scrap metal prices go up. But not usually at the same time.

Scrap metal prices also tend to go down in the fall winter season.
