Can heat pumps work in cold climates?

Will a heat pump be able to keep a home warm by itself in cold climates like when it gets below zero?

Heat pumps will work to keep your home when the temperature isn't very cold. I think heat pumps will only be able to heat your when the temperature outside is 40F or above.

Any temperature lower than that then your heat pumps electric heating strips should kick in to keep the house warm.
