All disposable adult diapers including cloth backed disposable baby diapers do indeed have a plastic backing to them.
The only difference is the plastic is a little thinner and has a cloth backing glued over the plastic backing of the diaper.
Without this plastic backing urine would leak right through the cloth backing.
