How is frugality different from poverty?

When you're living in poverty you can't afford the things you really need to survive such as basic housing, food, running water, electricity etc.

When you're frugal you just cut back on the things that you really can do without or do your best to save money on things such as food, heating electricity, water bills etc.

Being frugal is just living as minimally as possible to save money even though you might be able to afford the things.
