What age should a kid be out of diapers?

I'm 15 and have a 3 almost 4 year old brother who is still wearing and using diapers full time.

My parents have never tried to get him to use the toilet.

Is it normal for an almost 4 year old boy to still be using diapers?

I've tried taking him to the toilet and removing his diaper so he can use it when I was watching him at home while parents were gone.

But he just throws a fit and I have to fight him to get his diaper removed and he fights me when I place him on the toilet.

I don't think he'll ever be out of his diapers and I'm afraid he's gonna get made fun of.

Forcing him to use the potty will just make him more afraid to use it.

He WILL eventually want to use the potty. Just keep trying to convince him and tell him that he needs to use the toilet before he'll be able to go to school.
