If you're just starting the website then you only need a shared web server at the start.
A dedicated server would only be needed if you need to customize stuff on the server for your website to run correctly and you have a lot of website visitors.
Make sure you know how to handle a web server and operate one as they're much more complicated than hosting a website on a shared server where everything is taken care of.
