Yes Wind Gusts can break and shatter windows if the wind is strong enough.
The wind usually has to get to at least 45 to 60 MPH before the risk of the wind is there to break your window out.
But it could happen at lower speeds too.
It's not really the wind though that breaks the window out but the pressure caused by the wind.
If the wind does blow really hard then you should stay away from windows.
