Why aren't high-risk prisoners sedated when being transferred from one location to another?

The reason they don't sedate prisoners during transport is because if they did it would violate the prisoners rights if they were to sedate them.

Although I do agree that some dangerous prisoners who are really high risk like you mention should be sedated to prevent them from harming the guards and other people transporting them from prison to prison.

If they are a real danger they should be sedated during transport although that won't happen at least not in my lifetime anyway.
