What does it mean when FedEx says returning package to shipper?

When your FedEx tracking information says that your package is being returned to shipper it means that the delivery driver has made up to 3 attempts to deliver the package to you but you were unavailable to sign for the package.

The FedEx driver then takes the package back and the shipper is then contacted on what FedEx should do with the package and if it says returning package to shipper it means that the shipper wanted the package sent back to them and the package is on it's way back to the shipper.

When a FedEx driver attempts to deliver a package to you but it requires a signature and you're not home to sign for it they should leave a door tag on your door where you can sign the door tag letting the driver know that they can leave the package without you there.

Although it's up to the FedEx driver as to whether they'll leave it without someone being there if it's safe or not.
